What is the TMDL? The Federal Clean Water Act requires that the Oregon Department of Environmental Quality (DEQ) establish water quality standards for each water body on the state's polluted waters list.
The Oregon Department of Environmental Quality's website states:
"The Total Maximum Daily Load, or clean water plan, is a science-based approach to cleaning up polluted water so that it meets state water quality standards. A TMDL is a numerical value that represents the highest amount of a pollutant a surface water body can receive and still meet the standards."
Mill City is a designated management agency (DMA) for the Willamette River TMDL and is required to develop and update a water quality implementation plan for reduction of each identified pollutant; bacteria, mercury and temperature.
