Mill City Safe Routes to School and Spring Street Storm Projects Set to Begin

The City of Mill City has issued construction contracts for two public improvement projects near your property.

SW Spring Street Basin Storm Sewer Project

A new storm sewer system will be installed in the neighborhood west of the Santiam Jr/Sr High School on SW Douglas St., SW 5th Ave., SW 6th Ave, SW 8th Ave. & SW Spring St.   The project will involve installation of 12” to 21” storm sewers in the street and new catch basins.

K & E Excavating, Inc. is the construction contractor.  Work will begin near April 1, 2025 and will be completed by November 15, 2025.

Safe Routes to School Project

New curbs and sidewalks will be installed in the area of the Santiam Canyon School District’s schools and pre-school.  The project includes the following work:

  • SW Evergreen St. (S 1st Ave. to SW 5th Ave.):  Replace curbs and sidewalks on the south side of SW Evergreen St. from City Hall to the HS Track/Football field. A pedestrian activated flashing signal will be installed at the S 1st Ave. & SW Evergreen St. crosswalk.
  • SW 4th Ave. (SW Evergreen St. to Bike Trail):   Install new curbs, sidewalks and driveway approaches on the west side of SW 4th Ave. (SW Evergreen St. to SW Broadway St.) and on the east side of SW 4th Ave. (SW Broadway St.to the bike trail).
  • SW Cedar St. (SW 3rd Ave. to SW 4th Ave.) and SW 3rd Ave. (SW Broadway St. to SW Cedar St.):   Install new curbs and sidewalks on the block next to the Santiam pre-school and school buildings.

Emery and Sons Construction, Inc. is the construction contractor.  Work will begin in early May 2025 and will be completed by January 1, 2026.

Construction Information for Affected Property Owners and Residents

Driveway Access:

During the project you may not have access to your driveway while construction occurs in your block. Please park nearby within the public right-of-way on the gravel shoulders. 

The Safe Routes to School project includes the construction of new curbs, sidewalks and driveway approaches for some residential properties on SW 4th Ave.   During this work residents will be advised to park away from the construction activities and not drive across  new driveway approaches until concrete cures.

Street Closures:

The City may allow the contractor(s) to temporarily close streets to traffic while work is occurring in each block.  This will enable the contractor to work more quickly and safely as their crews excavate trenches and install pipe.   Streets will normally reopen in the evening.  Trenches will be backfilled with gravel, but final paving will not occur until near the end of the project.

Water Service Interruptions:

The City will install a new water line in SW Evergreen St. (SW 2nd Ave. to SW 7th Ave.).   The new water line will replace an old 6” cast iron water line.  The new 12” and 8” water mains will provide improved fire flows to the school sites and the neighborhood west of the schools.  There may be minor interruptions to water service during construction.  The contractor or city will provide you advance notice for planned service outages. 

Work Hours: 

Under the City’s ordinance a contractor may start work at 7:00 a.m. and work through dusk.  Most work will be done during weekdays, but the City may authorize the contractor to work on Saturdays if necessary.
